I added it to the black list and confirmed it is in the black list. I saved the list and ran the filters. The email does not have the rules applied. I tired it a few times. It has bypassed the filter.

I was told I could add an entry like *@vdroest.com to the black list and it would catch any email from that domain name. It does not seem to work. Is there an official way to catch all email from a specific domain?
