I'm wondering if this might be handled  better as a Horde_Block?
What are the advantages you see of a Block?
Bonus points: figure out a way to write a widget to generate the
image lists.
I'm not sure I understand what you mean by this.
A graphical way to pick images that will show up in a minilist. 
Probably overkill for now.

Similar to the mini gallery view, but pass in the specific image ids
to show mini images for in the API call. Useful for showing a
specific slice of a gallery in a blog post or other embedded
situation.
I'm wondering if this might be handled  better as a Horde_Block? By 
default, maybe display minithumbs of the first 10 or so images in the 
gallery - and allow the params to override the count and also provide 
a list of image ids to show?  Not that I'm against doing this as a 
View, just really thinking out loud...
Bonus points: figure out a way to write a widget to generate the image lists.
