If there is no hook set, you are redirected to disclamer.php. There 
you need only to confirm that you are older than age limit.

What happens in the case where you have selected a minimum age for a 
gallery and there is no hook set?  It looks impossible to view the 
gallery.

If there is to be no other way to obtain the age other than a hook, 
then I think the config options should be to just enable/disable the 
feature (with some text on screen to remind the admin about the hook), 
and if enabled, allow entry of the age groups.
