That's how notifications are displayed in Horde everywhere. If it's not "loud" enough for you I'd suggest creating a custom theme and changing their CSS styling to emphasize them more.

When someone changes it password, the success or the failure or the operation is only shown by a little line on the top of the page that is often missed by the user who believe that he's still on the same page and that nothing happened.

It would be nice if passwd could display a new page with a visible success or failure message.
