I've committed the changes to the framework ACL drivers (and BC copies 
to IMP).  Here's the latest version of the ACL manager itself.

Eric, can you update this patch for HEAD?  Also, we need labels for 
the <input> form elements.

I don't think the usernames should be center-aligned, but otherwise it 
looks good to me. I'm not an ACL person though, so I'm leaving this to 
Jan, Matt, et al.

At the request of Matt Selsky, I've coded up a small enhancement that 
makes the ACL editor more intuitive (or so we think) and ACL-like. 
With the proposed patch, the editing pane becomes a grid of ACLs to 
modify and any one or combination can be modified in a viewing. 
Attached is the patch.
