Actually all this was already fine. Horde's mime_drivers.php file on cvs.horde.org was simply out of date.

Text files cannot be viewed on the web (eg via http://cvs.horde.org/co.php?f=1.829&f=horde/docs/CHANGES) since Chora doesn't know that the file is plain text.  Chora should either assume the file is plain-text if there's no extension or it should use mime_magic or something to determine the MIME type.
