Is it possible to set permissions on states of tickets?

I want to, for example, have default states of unconfirmed, assigned, accepted, cancelled and resolved, but do not want users to be able to have the "assigned" or "accepted" options when creating a ticket. Currently, i can create a ticket, and assign it to whoever responsible people are, as well as set it to accepted.

I would like to keep the assigned and accepted states, but would like to only have these accessible by the responsible person. (i.e. a user creates a ticket, notification goes to responsible person(s), who can then assign / accept tickets).

This isn't currently possible - it's done on the basis of guest status vs. logged in - but I can definitely see a need to make it more flexible.
