Well, this stinks. NOAA has discontinued the web service we were using
to obtain the list of surface stations for the METAR block. It has
moved the web service to another service for the actual observations
and forecasts, but the data file containing the list of stations is no
longer available. I will need to find a new source of this data and
rewrite the migration to parse the new datafile.

All went smooth except for one thing: when I did the db schema updates
the one for Horde_Service_Weather 2.4.1 failed with: Unable to locate
METAR data.
I'm totally lost here. I did the very same update on two other horde
servers yesterday and the db schema update went just fine.
There is also nothing in the syslog when I do the schema update and it fails.
If you need more info on this error, just tell me where I have to look.
