This happens if one of the key servers that you selected in IMP's 
configuration is not reachable.

I 'am using Horde 3.0.2 with Imp H3 (4.0.1) on a webserver with 
Apache/2.0.52 (Unix) mod_ssl/2.0.52 OpenSSL/0.9.7e PHP/4.3.10 
configured as required.
PHP uses IMAP c-Client Version 2000 (pine4.62) with SSL support enabled.
Horde uses imp to provide authentication and the PGP functionality is 
enabled. The system works fine but sometimes (NOT ALWAYS) and ONLY 
when I try to read a PGP sign message, the connection  remains in a 
state of waiting for few minutes before show the message.
Any suggestions?
