It is not a single commit.  Just look at all changes between the last
2.1.x and 2.2.0 release.

Who the heck is sending messages in UTF-16?

At a minimum there needs to be an example message.

IMP 6.0.4 is having problems with displaying unicode characters in
HTML e-mails which has charset *other* than UTF-8. I'm experiencing
problems from several completely different senders. Text part of the
message is always ok, broken is 'only' HTML part. Even more, when
someone sends me e-mail in 'us-ascii' the new lines are broken and
this character is displayed on ever empty line:
Â

I didn't noticed such problems in IMP 6.0.3. All e-mail has correct
charset in 'Conten-type' header.
