Hi. Using the latest ie8.css from git seems to fix the problem, but 
as you can see in the attachment, there's a slight overlap between 
text and the lock image.
Patch?

I did run horde-clear-cache and also cleared the browser's cache. 
Problem persists on multiple machines running IE 8, I don't think this 
is the solution.

You didn't verify this part of Jan's comment (especially the cached 
CSS on the Horde side):
Make sure you don't have old CSS data cached, either in Horde or in 
your browser.

Tried all that and still no luck.
And nobase64_img is enabled.
cat conf.php | grep base64
$conf['nobase64_img'] = true;

The nobase64_img is already enabled.  The only 404 errors in httpd 
logs are like this:

[Wed Jan 16 11:15:28 2013] [error] [client xx.xx.xx.xx] File does 
not exist: 
/var/www/horde.services/themes/default/graphics/button-split.png), 
url(data:image, referer:
This url(data:image) part wouldn't appear if you had nobase64_img 
enabled. Make sure you don't have old CSS data cached, either in Horde 
or in your browser.

Do you get 404 entries in your web servers's logs, and do they go away 
if you enable the nobase64_img setting in Horde's "Themes" 
configuration tab?

Yes. Using HTTP seems to be ok.
