If you really consider this is "not a bug" for Horde_Vfs, please set this as a RFE for Horde_Test.

You should be using the version of Horde_Test from git master. As (not) seen in the package.xml files, there is no explicit dependency on Horde_Test.

New published Horde_Vfs 2.0.2 requires this file which is not present in Horde_Test 2.0.0. Can you please published a new version of Horder_Test, with this file included (present in the git repository).
