this is not a bug. But this is a case where we are absolutely 100%
sure (if the draft was saved by IMP, which we already have the ability
to check) that the user desires an HTML message since that was the
mode they were in when saving the draft.
This has been added to IMP 5.0.15.
[mms] HTML drafts saved in IMP are resumed in that mode, regardless of
the 'compose_html' preference (

If i create a "HTML-Draft" , save and close it, and if i reopen the
draft, then IMP open the Draft as "text" - not as html - so all
formatting are away.
This affect is only if i set in preferences "compose_html" (standard
format of new Mail) to false (not checked).
We want , new Mail create as "text" - as default - but sometimes we
want save "html-Drafts".
