Sorry to re-use this defect but I think there's a minor defect with 
your fix ;)

The 'block_title' part of your patch is good for the German speakers 
but not so good for others;

I removed the 'block_title' section completely and it went back to 
using the default language rather than the German title as I would 
expect. Minor - I know, but as it is related to this defect I thought 
I'd update it rather than create a new one...

This is the default value. It's only used for new users.

Tested in Webmail 4.0.3 which contains Horde 4.0.9 and turbo 3.0.9 and 
it failed as I still get this message.

Anything extra I should do or can check in my installation?
