option is supposed to allow ANY message to be resumed as a Draft.
That's just bad UI.
I want to remove this option. If this is intended to provide a way to
allow any message to be used as a template for creating a new message,
this needs to be implemented properly instead of in this hackish way.

$conf['user']['allow_resume_all'] = true;
I can only resume messages that are in the Drafts folder.
This works fine using traditional view.
can this be related to the following commit ?
